PGS. TS. Lưu Đức Hải là một nhà quy hoạch và phát triển đô thị công tác đã trên 40 năm trong ngành xây dựng, một VĐV kiêm HLV bán chuyên nghiệp đã hoạt động nhiều năm trong lĩnh vực cờ Tướng và cờ Vua của ngành TDTT.
Để có tư liệu hoàn thành cuốn sách về Cờ Tướng Việt Nam, PGS. TS. Lưu Đức Hải đã dành nhiều thời gian và công sức thu thập tài liệu không chỉ từ sách, báo... trong nước và nước ngoài mà còn đi đến các địa phương, gặp gỡ các Sở VH-TT-DL, các Liên đoàn Cờ địa phương, các danh thủ, gia đình cố danh thủ. để cố gắng thu thập đầy đủ, chính xác các tư liệu, ván cờ, hình ảnh về quá trình hình thành, phát triển cờ Tướng nước nhà.
Vì thế cuốn Cờ Tướng Việt Nam - Quá trình phát triển, Danh kỳ và các nhà vô địch đầy ắp những sự kiện về cờ Tướng, diễn ra ở mọi miền của đất nước, từ các truyền thuyết dân gian về các bàn cờ Tiên trên các đỉnh núi đến các lễ hội truyền thống có tổ chức thi đấu cờ Tướng; Từ các giải cờ Tướng ở các trung tâm cờ Tướng thuộc vùng đồng bằng đến các trung tâm cờ Tướng ở vùng trung du và miền núi; Từ các sự kiện về cờ Tướng các vùng miền (Bắc kỳ, Trung kỳ, Nam kỳ), cố đô Thăng Long, cố đô Huế đến các tỉnh, thành phố có phong trào cờ Tướng phát triển; Từ các đấu thủ địa phương đến các danh kỳ quốc gia, quốc tế... Đặc biệt là tác giả đã cố gắng minh chứng các sự kiện, nhân vật bằng các hình ảnh của quá khứ và hiện tại, làm cho phần viết trở nên vô cùng sinh động.
PGS. TS. Lưu Đức Hải cũng đã từng có bài viết về cờ Tướng được đăng trong Tạp chí Xưa và Nay, một Tạp chí đã từng tổ chức Giải cờ Tướng dành cho người cao tuổi từ những năm đầu của thế kỷ 21. Thành công chính của tác giả là ông đã phối hợp hài hòa giữa 3 lĩnh vực kỳ học, đô thị học và sử học để vận dụng vào cuốn sách của mình. Vì thế cuốn sách này không chỉ bổ ích và hấp dẫn đối với người yêu cờ, những nhà quản lý chuyên ngành mà còn có sức hấp dẫn với đông đảo quần chúng nhân dân muốn tìm hiểu về một môn thể thao - văn hóa truyền thống của Việt Nam với chiều dày lịch sử hơn 1.300 năm - môn cờ Tướng.
